Wiblywoblywonder, I would agree with you as "it is estimated" means it cannot be said to be definitely true. However having used the latestpilotjobs prep pack, this only confused me no end and I honestly still don't fully understand what is expected to be taken as "true", "false" and "cannot say"(or false in the FTE one). There were very simple statements like "It is estimated that ...", then in the answer choices it would say whatever the hypothesis was and ask if it was true, I would say cannot say as estimated isn't a definite "yes" or "no, I would later find out I should have put "true", this completely baffled me and many other cases like it.
