The EIR is nothing to do with the IR(R) which is the new name for the IMC Rating.
Very broadly speaking, you've got:-
IR(R) - UK only. No class A. En-route and approaches allowed. Reduced minima. The old IMCR
EIR - En-route only - no approaches
