AFAIK the investigation and the report should be the responsibility of the SACAA, not the UK AAIB.
The accident occurred on SACAA's patch, the UK AAIB would assist as the state of registration.
There are, of course, some awkward questions about lighting and signage at JNB which should feature in the report.
