That would CYA whilst providing the Captain with timely and useful information from which the best decision could be made.
Clearly if the obstruction is a dead cow/vehicle on runway it is a different matter.
Indeed it would and in times past that is precisely what was done. Now our hands are tied by edicts from the airport operator covering
their a$$es. If you want it how it was, its no good asking ATC, you need to speak with the airport.
