There are countries doing IFR in uncontrolled airspace and quite successfully so. Europe is a nanny state and screw EASA.
European countries being amongst them! Classes F and G are not controlled airspace and IFR operations - including departures and arrivals, as well as enroute - are commonplace, so it's hard to see your point
