Is the higher BAA figure based on the 2006 master-plan that assumed up to 26 million pax by 2030 and therefore included land purchase for a second runway and the purchase of much of the RHAS site?

If so, BAA themselves revised that figure down significantly when the master-plan was re-issued in 2011 following a significant reduction in forecast passenger traffic to 20.5 million. The second runway and the acquisition of much of the RHAS site was postponed indefinitely in the 2011 master-plan and the related land purchase was presumably removed from the budget at that time.

Did the reduction in forecast capital spend occur under BAA's watch via the 2011 master-plan or has there been a further reduction since then?
