The questions are why? ....... Noise, tracking?? or is it a misprint from CAD?
I think they are trying more and more to micromanage the aircraft. In their defence, they get a lot of muppets that probably screw things up royally on a daily basis.

They want people to speed up, and do it quickly. This is why they have the initial 180kts. Not a factor for the heavy guys, but probably more of a concern for the little guys to make sure they speed up and get out of the way for the heavies.

The change from "230 till established on course" to "230 knots at XXXXX" is probably to make it more FMC friendly. Current FMC's are not good at holding a speed till course established, but can easily accept a "speed at" constraint.

This is probably why they also have the 5000ft cap. I'm sure they've had others try to climb at max angle to their higher altitude, and it slows the whole conga line down. Not to mention it probably interferes with Macau or Shenzhen flows.

But hell, what do I know. I'm one of the muppets at the front end.
