Airbus: Failures and associated actions below 1000 during a cat iii approach w/o dh

In the Failures and Associated Actions Below 1000 graphs, What is the exact meaning of the notes: IF NOSE WHEEL STEERING FAILED... or IF ANTI SKID FAILED...?

Can they fail after passing 1000 (triple click and single chime) and still we continue? (After you downgrade (to DH 50 instead of NO)?) Or is it supposed to be failed above 1000, the downgrade already made and it is a reminder of what you have to do?

Are these cases exceptions to the 5 rule (eng fail, A floor, APs OFF, single chime and triple click)?

(In the QRH Required equipment for cat 2 and cat 3 it can be seen that NWS and A/SKID are required for CAT 3 DUAL. We would downgrade to CAT 3 SINGLE (they are no longer required if we have visibility for a manual roll out))
