Just to clarify regarding the 'next one up' planning requirement.
Is it based on the approach facilities available or based on the approach your actually planning on doing?
Lets say the alternate has cat 2/3 facilities and the weather is at NPA MDA/RVR.
From the table this satisfies the Cat 1 requirement, but you have Cat 2/3 facilities, so technically cat 1 RVR (550m) will be the limiting factor in planning.
It would make more sense from a planning point of view to base it on approach your planning on doing, right?
