Have you thought of maintenance installing the steering cables incorrectly? At some point the cables could have derailed from their rolls or even snapped.
An engine failure is unlikely to be the cause for a loss of control or for a pitch down event. The Citation XL/XLS is a very friendly aircraft, even I was able to fly it safely
