I believe the Aussie gov't dishes out long term contracts to support remote communities that could not otherwise afford an air transport service, just like the UK government does for the Scottish Hebrides jock.
I have no idea why they feel it's necessary to subsidize their bible thumping activities in a first world country like Australia, the government throws billions upon billions of dollars into support and development for remote Aboriginal communities, and there's plenty of GA operators who could - and would like to - do the job, without ramming Jesus down the local's throats in the process.
It's not my specialist area but it seems every few months there's a p!ssed off GA operator on the downunder forum, who got underbid by MAF for a contract to service a remote community.
