I don't think it's the airport that decides marketing. It's basically controlled from Manchester. They decide budgets etc. Bournemouth's hands are tied to a certain extent.
Also, you say there is demand and the catchment area wants and can support routes yet you also list a lot of failed attempts. Clearly there isn't enough demand if all those airlines / routes have failed!
