Before setting new regulatory standards we should remember the spirit in which most of these flights are made and use this as the template for common sense. I can remember the standard for declaring a "mercy flight" and from memory very few successful flights garnered more than a verbal explanation. There are two ways of constructing a regulatory design standard. One way is to make it so simple that there are obviously no deficiencies, and the other way is to make it so complicated that there are no obvious deficiencies. The first method is far more difficult. This is why CAsA opt for the latter.
