Rating expired >1 year and <3 years moved to back of licence

Went to the CAA for a different matter and got my EASA licence updated

While there they moved a rating that was just over 1 year expired to the back of the licence.

This has the effect that if I want to renew that rating an examiner can no longer sign my licence if I do the relevant training and PC on that type, a SRG 1173 would be required along with the SRG 2138 and I would have to pay again to get it moved back to the front.

If I had not updated my licence the training plus PC and the SRG 2138 only would have done it and the examiner could sign my licence and no payment required.

Basically as far as I can see, I have been disadvantaged because I got an update on an unrelated rating. And no amount of "discussion" with the ratings guy was helping ��

His position was that even if it's expired by 1 day and you update the licence it goes on the back!

Is this correct? Comments welcome ?
