There is absolutely nothing wrong with pumping the throttle
as long as the starter is turning the propeller. Indeed the Continental engine in the C 150 should start almost immediately if warm or properly primed. If the prop has made a half dozen rotations and has not started a few quick pumps will usually be all that is need to get an immediate start.
In any case the C 150 POH does specifically allow it.
