Can I ask why you haven't thought about joining VETA? Its a great Airline! Totally recommend it. I'm not sure who manages it or where it is actually based. Can't help you with any contacts I'm afraid but if you would like to join us you could fire of an email to the French Police and ask them for an information pack.
