Perhaps I'm reading this wrong but doesn't the FAA provide something a bit stronger than "advisory guidance" to U.S. flag carriers and pilots flying on an FAA license? The recent NOTAM on flights to LLBG comes to mind as an example.
Noble as it may be, I can't see ICAO being able to make prompt airspace calls given the conflicting political agendas of their members.
