That's because here in Europe it's classed under a type rating due to the complexity. So you are not excluded from holding it at all it's just called something different.
We have European rules and they state that third country licences and ratings can be transferred after certain criteria are met. For safety oversight I would want to stop any person going off and buying a licence + rating and then just handing them a European licence wouldn't you?
