I am a big fan of the HP Officejet Pro 8600 (and HP Officejet Pro 8600 plus - if you want duplex in copying and scanning).
Have 5 of these running in the office on 'mixed (but fairly heavy) duties' and very few problems.
Ink costs reasonable by inkjet standards even using standard replacements(SWMBO purchased a specific kit for refilling these and has a pretty high success rate - which makes considerable savings even allowing for the risk of screwing up a machine every now and then, which hasn't happened yet).
Capital cost about £150 in the UK for the 'plus version'.
If you do a lot of scanning (we do shed loads) consider buying vuescan software (a comment which applies to pretty much all scanner manufacturer options).
