The outboard ailerons are, but that is primarily to resolve a flutter problem discovered in flight test.
As stated the FBW spoilers and O/B ailerons are to reduce weight and complexity/maintenance secondly they are used to simulate how the -400 flies plus were fortunately used to solve the flutter issue and a few other quirks I believe.
The 777 spoilers also have a unique extension programme on the ground due to issues discovered during flight test.
