From what we've been told about their schedule, I don't think they will. It'd be surprising if they ran Phase 1 simultaneously with Phase 2, when the latter is planned to start in a the next month or two already. Heck, I'm surprised they're even accepting new applications at the moment, five or six months after the opening. Sorry to break it to you.
