With 14000 islands you'll probably find you're offshore a lot of the time
There was a hangar at Puerto Princessa Airport on Palawan all logo'd up with CHC when I was there a couple of years back but didn't see any helicopters.
I guess having import duties of 100% probably doesn't help the industry get started either.
