Note that only the top 12 m of the lights are frangible, even if they are less than 300 m from the threshold. Not that matters at all, since the radioaltimer reference surface is not frangible at all (I guess this does not comply with 9.9.5), but in any case the main issue is the concrete wall, 150 m before the threshold.
