I find it in JAR OPS
If you are referring to obtaining an ATPL (A), I'll be very surprised if you do. JAR OPS has nothing to do with licensing.

FCL.510.A (c)(1)(ii) to Commission Regulation (EU) No 1178/2011 refers and as 212man has succinctly summarised.
