For the US at least this is a positive development. The danger here is if Norwegian succeeds then the next operator will be the Dominican Republic or other Caribbean / Central American jurisdiction and use Miami or other southern gateway as it's primary domicile.
That would allow an essentially off-shore entity to run domestic airline service in the US.
