Well now Dick, on how many occasions when you've heard the phrase 'remain outside controlled airspace' have you actually had a delay obtaining a clearance? It might be regulatory bs, but the fact remains that 90% of the time you are given that phrase its for 'separation assurance', and the other 10% of the time it's for separation, period.
I know you are a little irresponsible sometimes, but surely you don't want to just plow into CTA without a clearance do you??
