Nothing changes for the better
Just a wild stab in the dark, but my guess is lengthy ongoing debate on who will fund fixing the ILS. Having experienced how the 'management' works, blame will be deflected onto any western organisation or company in anyway connected, past or present.
If ISAF funded the original installation, then ISAF and/or any civilian contractor involved will be put under pressure to fix the kit.
Anyone know if the FAA mentors still work in MoTCA and is the good Dr influenced at all by his command chain?
