Two class low cost airline

Why is AirTran a 2-class low cost airline with both a buisness and economy cabin? Is it an example of a low cost airline "with frills" Also are there other examples of a Low-coast airline with 2 classes? Is America West a low cost airline, a full service airline or a psedo-low cost airline?
