Look ..precisley if Somalia has no AID Kenya , being the neighbourly state that it is should lemd its hand; especially so that it is a Kenyan Reg and Kenya licensed crews as kibs quoted. There have been several past accidents in Somalia wher Kenya was able to move in (albeit with a bribe) to retrieve the corpses and FDR.
Yes the accident is primarily the premise of the countryon which the accident took place and of the state of the aircraft manufacturer (Dutch in this case) but the state of registree is usually invited to the scene, especially if they can play a useful role in the ensuing investigation.
Why do you think Malaysian Transport Ministry was at the forefront in the MH370 even if it has not been declared as an accident until now?
