Feel free to flame me if I got this wrong but wouldn't a frozen ATPL out weigh a CPL with ATPL subjects passed? Or is it I am so far out of touch a CPL has more clout than a F ATPL?
There is no such thing as a frozen ATPL.
It is a CPL with ATPL subjects passed.
Unless you can quote a CAA document anywhere that calls it a "frozen ATPL".
