There is no planning constraint on numbers of terminal passengers. That 2m ppa figure was a conceptual figure or a target that seemed attainable from the standpoint of five years ago and although it was part of the planning application it did not translate into a planning restriction. At some point however Stobart may need to obtain planning permission for developments to support a throughput greater than 2m ppa. Extra car parking provision looks essential, and on the airfield itself more stands and improvements to taxiways could be needed. I suppose at that juncture the planning authority could call a halt if it considered growth had gone too far but I am not sure that is likely.
