General: A Flight Plan can be submitted for any flight whatsoever, so I
would be surprised if the ANO says anywhere that:
"a Flight Plan
should not be submitted"
Section 2 page 16, point 29.
States a
VFR Flight Plan must be submitted but cannot
for flights above FL195
Why not? Because
Section 2 page 12, point 19
Says that above FL195 any flight (even in VMC) must be flown
according to IFR (so point 29 does not apply) - Therefore, I assume,
an
IFR Flight Plan will be required.
Basically a Flight Plan is mandatory for flight in Class C, the only question
being whether a VFR FP or an IFR FP is filed; and that a pilot must
not submit a VFR FP for where it is not permitted.
