The old CTC website would have failed your screening based on less than required minimum total hours, so I'm guessing the new one will too. The screening for these things is usually done by robots (whether they are of the computer code or human variety).
If you have a reasonable expectation to surpass the minimum for total hours within the next few months I would say that you should state the minimum required as your total time and apply with that figure now, based on the fact that you will more than likely have it (or better) at time of interview.
