I fear he is inventing his own rules. There are recommended test durations in the various standard docs but no where in law does it state they must last a certain time.
You will have to do the MEP skills test and then the ME/IR prof check items. When you have finished and passed that's it. No minimum time.
As for the admin side well I'm sure Bose will be along to advise.
