The tower had already reported being closed. The Air/Ground operator was just about ready to start. Even if he/she was in the full swing of things they have no control over you any way. YPJT was still effectively a MBZ. It was the clubs pilot at fault (although i do understand the circumstances surrounding the accident were difficult for the 172 pilot), but obviously the RWAAC has to be responsible for the cost. No one else was at play here.
