Its not Canada, but Embry-Riddle in the US does a decent online correspondence degree program. It's between $950 and $1100 per course (depending on CDN/US exchange) and they'll give you credit for previous flight experience with a CPL or ATPL...I'd hold out for your ATPL though...I received 33 credit hours holding a CPL. A year later when I earned my ATPL I was told I could have had 42 credit hours...worst case I have to pay $3300 extra for my degree.
