AFAIK yes, the bi-laterals still apply so yeah, there's that.
I guess a foreign investor could buy up a larger amount than under the QSA, if they wished to keep the rights of an 'australian airline'. I'm guessing it's more about outsourcing and selling the family jewels to mates than anything else
