I guess it depends on what you mean by "ground school" if you mean type specific ground training that would allow you to get a type rating in the apirplane, I'd be surprised if Flight safety didn't offer this (For a fee of course) . That's probably what FS was referring to.
If you';re talking about whatever ground school you need to pass you ATP written examination, I'd be surprised if Flight safety *did* offer this at one of their simulator centers. For the record, there's not currently any specific requirement for ground school for the ATP, you just have to be able to pass the written test. How you study for that is your responsibility. However that will change on 31 July 2014, after which there will be a requirement for a training program.

Apparently they are assuming that someone who is currently flying the airplane will need less prep time than someone who has never flown it, and their price is adjusted accordingly. What's confusing about that?

Well, strictly speaking, you don't need any sim sessions. If you were very confident of your abilities, you could just schedule the sim and the examiner and take your checkride. I'm not saying that's a wise course of action, just there's currently no regulatory requirement for anything more than that. I would assume that flight safety's prices reflect the amount of Sim training that they expect someone who hasn't flown the airplane will take to be prepared for the check ride.
