I recall we used to trail a long wire behind the aircraft. This was multi-mission capable and amongst other things was a ground proximity warner. Not so good over land with rising ground but excellent over water.
Ah, this explains it all. So an E-6B carries a long cable because it flies high - it all becomes clear - a very clever system to allow for Terrain Following at 35kft!
