Spit my impression is that it will be used to help wannabes take their first steps into aviation by offering interest free loans.
I know there has been much debate about what it will be used for but I think the generalopinion and the correct one is that it is a help and not a freebie.
Also there was talk of a Buddy system being set up so that wannabes had a direct port of call if they needed personal help and advise.
