While LJ's follow up post kind of proves your point, in that simply adding a MAD boom etc nowhere near makes a UAV an MPA platform, maybe someone can build one. It would need to be much much larger than current UAVs and carry lots more kit and stores on board. A good addition would be a few crew members too to be in 'direct contact' with forces on the ground when needed' or when bandwidth is missing or removed/interfered with. Maybe this UAV should have two or four engines like other current MPA platforms.

Just as we are all used to the 'there is no money' argument we might need to get used to the 'UAVs aren't free to fly over all areas' argument too, as nimrods were used everywhere and not just over the sea. If a new MPA/sensor platform can't fly over London etc to gather intelligence (money won't be forthcoming for an overwater only aircraft) then its of no use IMHO.
