We're in danger of arguing about definitions here, which is always dangerous.

ICAO certainly use "simultaneous" to describe both independent and dependent parallel approaches.

If you have, say, an aircraft at one mile for one runway, and one at 4 miles on the other runway, then clearly they are both on approach at the same time i.e. simultaneously, albeit staggered.

NATS may have a different definition of the term, of course.
