I think the objection is that to turn it into a proper test will either turn instructors into examiners with none of the training that that involves but all the legal responsibility, or it will mean that examiners will be snowed under with these tests, needing more of them to become qualified at more cost. Examiners are given guidance from the CAA about how much to charge for their services (figures of £150 per test are bandied about), and this is to be added on top of the cost of the aircraft, whether that is a club or personal one.
