Sounds like a cold boot problem, the FIC motherboards were renowned for this. Try doing a BIOS update, it may solve the problem. It did on the AZ11's anyway!
Discharging the capacitors may sort it out too. Pull the power lead out of the back or switch it off at the mains and press the power button a few times, turn the power back on and then try a cold boot. If this works you can resolve the problem by just leaving hte mains supply switched off until you are going to use the computer.
