consider the scenario from an aviation point of view.
the comms are VHF line of sight.
what that means is that the atc ground station has very good comms with airborne aircraft.

as any pilot will tell you VHF comms on the ground is occasionally problematic because you dont have line of sight. once airborne the problem vanishes.

so anyone on the ground not in the atc to aircraft loop will have no idea that they may be broadcasting over the top of other more vital communications.

I SAY AGAIN.
DO NOT MAKE BROADCASTS INTO THE AERONAUTICAL SYSTEM UNLESS YOU ARE A PART OF THAT SYSTEM.
consider this. if things get hot and bothered your ground broadcasts may screw up the aeronautical system totally at the exact time when it is needed.

This is not a mystery for me. I am a Pilot.
