In fact, if that were a legitimate reason for not creating new infrastructure or developing a new company, then you may as well just close down the entire nation. Turn off the lights, and all move to Africa - because I hear that the Liberal Party wants everyone to live in mud-huts 'in-tune-with-nature' anyway.
No the reason is that it's a bad business case, so the private sector isn't interested, and the government aren't going to build it either, they're fixated on HS2.
