Either that or they vacated the runway in a controlled manner but lost steering later, which seems more likely.
After an overweight flaps 20 landing with one reverser and one set of brakes I sure wouldn't try to taxi even if I had nosewheel steering. And, I'm guessing that they probably had the C1 ELEC HYD PRESS light on so they lost reserve brakes and nosewheel steering.
