Yes and why cannot an examiner do that? It would mean your licence was ready to go straight away.
Over the years they have received a number of fraudulent applications, some tipped off by an examiner who has spotted something odd. The examiner has no power to take any action and the CAA has a responsibility to check that applicants are qualified for the licenes and ratings they issue.
