it may imply that 121.5 should be checked only whilst on the ground.
Fat lot of good that would do...in most cases....
I was taught it might do some good were it YOUR beacon going off after a heavy landing or a short in the wiring or whatever - to reduce the number of false alerts.
Agree it wouldn't be much use for other beacons though!
