Unfortunately you are out of luck here. As it appears you're married, your brother in law doesn't qualify for CX staff travel. Only your wife/husband, parents, siblings and parents in law qualify for staff travel. I can understand CX making an exception to step parents but they won't make an exception to a brother in law.
